The study began in October 1988. The Governors' Task Force on Northern Forest Land met almost monthly, giving direction to the study and reviewing various land conservation strategies. Members of the Task Force shared information about the success of different state programs. The Forest Service worked with a small core staff and utilized many cooperators from all over the region. people were involved through two newsletters soliciting comments and at public meetings held during the winter. To gain more information landowners were interviewed. Informal meetings were held with conservation groups. One large conference was organized to discuss the future of the Northern Forest.
