Goal(s)/Objective(s): Describe egg mass and defoliation survey; to check results of the egg mass survey, obtain more detailed information on budworm populations, and predict damage in the coming year.
Recommendation: Eliminate any branch beating surveys for spruce budworm and not using light trap data when populations are high.

Problem Addressed: Spruce budworm
Goal(s)/Objective(s): Describe the position and what to do about the issues of the state's responsibility in controlling budworm damage to privately owned forest lands, whether we are on an endless treadmill of spraying, what is being done to the environment and public health in the long term
Key Findings: Spraying of the private sector will end by 1981, will begin promotion of the development of a forest less susceptible to budworm, and will cease using any insecticide that poses distinct dangers to fish or any other nontarget animal or plant.

Outcome-Based Forestry: A Case Study of the First Private Landowner’s Implementation of an Alternative to Maine’s Forest Practices Act

Goal(s)/Objective(s): Determine how participating landowners were incorporating OBF policy into their forest management planning and operations; learn how they were ensuring that the required outcomes under the agreement were being achieved; determine the effects of IW's enrollment in OBF, as perceived by their forest managers, upon IW as a corporation, upon society, and upon the foresters implementing the policy; determine if harvest plans created under the contraints of OBF produce lower rates of fragmentation compared to FPA harvest plans for the same landscape
Key Findings: OBF harvests more closely followed stand boundaries, fractured fewer stands, and maintained higher mean stand area, the spatial arrangement of harvesting is a critical factor in lowering fragmentation

Photometric Derivation of Analytical Parameters for Large Area Forest Management

Problem Addressed: Spruce budworm infestation in northeastern Canada and the United States
Goal(s)/Objective(s): Derive photometric parameters from historical satellite (Landsat) data toward an ultimate objective of aiding large area forest managers to cope with the massive spruce budworm infestation in northeastern Canada and the United States.
Key Findings: Use of satellite data (Landsat MSS) to measure and predict mortality as well as other analytical parameters related to coniferous forest management appears technically feasible.
Recommendation: A development effort be initiated with Maine's Department of Conservation to complement Maine's present Landsat Demonstration Program with the National Aeronautics and Space Administration for establishment of a mechanism for small forest landowners to benefit from satellite data.

Goal(s)/Objective(s): A more effective, less destructive way to deal with the unwanted hardwood reproduction is necessary.
Key Findings: For forest management, fairly low percent kill with decreased rate of regrowth for 2 or 3 seasons may be adequate to give pine the release it needs.
