Overall Objectives
1. Minimize and fairly distribute the burden of losses attributable to budworm
2. maintain wood resources sufficient to permit the forest products industries of the state to operate over the next twenty years as near to full production capacity as would be possible but for the existence of the budworm infestation.
3. Accomplish the maximum sustained yield harvest possible within a Maine forest comprised of the most valuable Timber possible
4. Encourage utilization of the most cost effective methods of Budworm protection and control
