Creating a New Forest: A Discussion Paper Based on the Maine Spruce Fir Supply Demand Analysis

In 1981, concerned about whether the State's spruce-fir inventory would be able to continue to supply wood at the harvest'ing levels of the 1970's, the Maine Forest Service contracted with James Sewall Company, Old Town to carry out a spruce-fir supply/demand analysis. The Sewall analysis has been submitted to the Maine Forest Service, and this discussion paper summarizes that report. Its purpose is to describe the reason for the study, how it was carried out, what the results indicate, and what the implications are for future public forest policy decisions. since this is a complex and controversial topic, we are offering this paper to facilitate a wide discussion of these issues.
