Spruce Budworm Review Committee
Presumably arising out of public and internal government discussions on the advisability of a spray program to assist in the control of the spruce budworm, the Minister of Forestry and Agriculture, the Honourable Ed Maynard, requested the President of the Memorial University of Newfoundland, Mr. M. O. Morgan, to establish an independent committee to assist in evaluating the spruce budworm problem. As set out in Minute of Council 228-'77, the terms of reference of this independent, impartial committee were:
"To review a broad representative cross section of the literature pertaining to the budworm problem including internal government and unpublished documents and reports on the following aspects of the problem:
a. the probable effects of the current budworm epidemic on the forest resources and the forest industry in the Province;
b. the realistic solution alternatives to the current budworm problem and cost implications of each."
