This paper is the product of concern for forest products utilization and marketing research and its application in the Northeast and is addressed to the Director, Northeastern Area, State & Private Forestry, USDA Forest Service, Broomall, Pennsylvania. The purpose of this paper is to provide background information and rationale to substantiate this concern. The Northeast FPU&M specialists recommend that the Area Director convey this concern to those individuals responsible for establishing policy and implementing change. We ask for recognition of this concern by the formulation of an Action Plan and accompanying commitment to resolve the identified issues.
