During the 1980s, the Quebec government held public hearings on its program to control spruce budworm outbreak. During these hearings, the population expressed deep concerns about the use of pesticides, in the forest.
The results of the province-wide process were made public in November 1991. The Public Hearing Office of the Environment (BAPE), in a report entitles healthy forests, recognized that progress has been made in relation to former forestry practices, but nevertheless recommended that public concerns be taken into account. The MRN revised its initial draft strategy to take into account most of the proposals made by the BAPE.
