In May 1982, the Maine Forest Service established a Budworm Research Review Committee to conduct a thorough critique of the spruce budworm research program and make recommendations for the future of the program. The committee assessed past research efforts in light of the statutory mandate for the research program and produced a report that has guided the budworm research program since that time. One of the key areas of concern that the review committee identified was technology transfer.
