This 1944 paper is the product of impression gained from a trip to Canada into several infested areas, and from numerous conferences and conversations with Canadian entomologists who have been working on the insect. Also incorporated are the results of two full days of discussions, one at New Haven, Connecticut, October 4,1944 and one at Boston, Massachusetts, October 17, 1944, when meetings consisting of numerous entomologists and several foresters were held upon the spruce budworm. The author has attempted to put together the ideas and thoughts of many men upon this subject. Much credit should be given to them if the outline has merit.
