The use of the forest resources of Maine has expanded rapidly during the past twenty-five years. Forests are Maine's greatest resource, but their proper management was not of pressing concern for many years due to the surplus of timber growth over removals. However, this has changed as the use of these lands for multiple purposes has expanded. By the early 1970s , Maine's landowners had begun to see the need for a much expanded program of research because the great surplus of growth of timber was disappearing rapidly. People were asking for a greater effort in developing economically and environmentally sound methods more intensive management. The ravages of the spruce budworm were an added factor which served as an incentive to do something.
