Great Northern Paper Company (GNP), an incorporated division of Great Northern Nekoosa, a Maine Corporation, is soliciting bids in place of the State of Maine, because the State has not yet received legislative authority to finance and conduct the spraying program. When and if such legislation is passed by the 107th Maine Legislature, the State of Maine may legally assume all rights and obligations of Great Northern Paper Company under the contract for which this request for bids is being sent. Upon such assumption by the State, any references to Great Northern Paper Company or its vice president should be deemed to mean the State of Maine, or its Director of the Bureau of Forestry, as the context requires.
