The rapid expansion of the Maine spruce budworm epidemic in the 1970's forced the State and major spruce-fir forest landowners to put in place a large-scale integrated program of budworm protection and forest management virtually from scratch in a period of 8-10 years. Along the way major public and private investments were required. Several protection and management innovations were introduced and perfected in a period of forced adaption. In the following pages we review several of these innovations and analyze the forces which influenced their development to operational status. In particular, we discuss stimuli and obstacles to innovation that were important during this decade.
