The intent of this Environmental Impact Statement is to explain how the impact of a long-term outbreak of the spruce budworm might be alleviated, and specifically what might be done in 1978 to cope with the problem. The present epidemic began in the 1950s, steadily became more intense in the 1960s, and became a major problem in the 1970s. By 1975 the outbreak had encompassed most of the spruce-fir forest type in eastern Canada and northern New England. This Statement is addressed to the problem in New England.
