Based on my discussion with the regional fisheries biologists in the areas most affected by the 1980 spray project, I am requesting that all streams receive the same considerations as regards buffer zones. The designations of "critical fisheries" is, in many cases, arbitrary and not reflective of the actual situation in Maine watersheds.
