In response to the U.S National Forest Management act of 1976, and the subsequent need for a Forest Insect and disease Information system, a Mortality assessment method pilot tested by Portsmouth F.O. in 1977-1979 will be field demonstrated in New England in 1980. The attached plan is intended to standardize data collections for spruce budworm methods to provide similar data from all the cooperators in Maine, New Hampshire, and Vermont.
Most of the field data will be collected by the cooperators. The staff of Portsmouth F.O. will provide coordination, training, and some field data collection to supplement state efforts, when needed. The details of each state plan will be included as Addenda. The results, giving an estimate of commercial volume of spruce and fir killed by the budworm during the preceding 12 months will be available by December 1, 1980.
