In preparing this thesis the writer has drawn generously on information contained in government documents in both Maine and New Brunswick, from reports in the libraries and on information obtained from personal interviews and correspondence. Both areas were given equal coverage with no intention of sitting in judgment on the past. It is hoped that the study will simulate further investigation.
